Citi Warns: Silver and Palladium May Surge as U.S. Tariff Wave Hits

A storm is forming in the precious metals market, and Citi says most investors are unprepared.

Analysts at the global bank believe U.S. premiums for silver and palladium are far too low given the looming risk of tariffs that could reach up to 50% on critical minerals by October. Both metals are on Washington’s radar. Palladium is already under an anti-dumping investigation targeting Russian supply, while silver has been officially classified as a critical mineral—putting it in line for the same treatment.

If tariffs land, Citi warns, U.S. buyers will suddenly be paying far higher premiums. Investors who wait could be forced to buy at panic prices, while those who act sooner stand to benefit from today’s still-discounted levels.

A Market Mispricing That Won’t Last

Right now, silver and palladium premiums in the U.S. sit just 2–3% above global levels. That may suggest calm, but Citi argues those levels are “underpriced” and fail to account for the full scope of Washington’s trade agenda.

Markets often misjudge policy risk until it becomes reality. History shows that when tariffs, sanctions, or trade restrictions collide with supply, the adjustment is fast and unforgiving. For investors who recognize the gap early, this mispricing represents an opportunity to enter before premiums reprice higher.

Washington’s Tariff Push Already Underway

The warning comes against the backdrop of a much broader trade crackdown.

  • The Commerce Department has launched an anti-dumping probe into unwrought palladium from Russia, a country that dominates global supply. Any restrictions on Russian exports could spark immediate shortages.
  • Washington has also issued duties on nearly $3 billion in foreign steel imports, demonstrating that aggressive enforcement is no longer theoretical—it’s happening now.
  • With both silver and palladium classified as strategic resources, many analysts believe it’s only a matter of time before tariffs reshape these markets in dramatic fashion.

The result could be a U.S. market where domestic buyers, industries and retirement investors alike, face sharply higher costs almost overnight.

Why Retirement Investors Are Paying Attention

Silver is trading near $39 an ounce, its highest level in more than a decade. Palladium has already surged over 30% this year. And yet Citi’s call suggests this may only be the beginning.

If tariffs are imposed at 15–50%, silver could break decisively above $40 an ounce, while palladium could spike much higher as automakers and industrial users scramble to secure supply.

For retirement investors, this is a rare setup: two metals that remain underpriced relative to looming policy risk, with a clear catalyst just months away. Diversifying into silver and palladium today allows investors to lock in at current levels—before premiums reprice under stress.

Tariffs Are Only the Spark

While tariffs may be the immediate driver, the larger forces supporting silver and palladium are just as powerful:

  • Runaway U.S. debt and inflation continue to erode the purchasing power of the dollar.
  • Industrial demand is rising as solar, electronics, and EV adoption accelerate. Silver’s role in green energy and palladium’s use in automotive technology make them cornerstones of the modern economy.
  • Geopolitical instability—particularly Russia’s dominance in palladium supply—adds another layer of volatility that could trigger supply shocks at any time.

This convergence of macroeconomic pressure, political risk, and industrial growth is what makes physical metals an increasingly vital part of a balanced portfolio.

The Bottom Line

Citi’s warning is clear: silver and palladium are underpriced, and the U.S. tariff wave could change that fast.

For investors, especially those planning for retirement, the message is urgent. Waiting means paying a steep premium once tariffs are announced. Acting now means owning real assets while they’re still discounted, positioning ahead of a policy-driven repricing event that could send metals to levels not seen in years.

For those seeking to safeguard their savings against both inflation and political risk, silver and palladium have rarely looked this compelling. The window of opportunity is open, but not for long.
